Standards Enforcement is the intangible system by which documented requirements are checked against observed reality and the delta between the two is recorded, escalated, and resolved in favor of the document. It is not a philosophy. It is not a suggestion. It is a process. The standard was written. It was written for a reason. The reason is not up for discussion because the discussion happened before the standard was written and the outcome of that discussion is the standard, which is what is written. Standards Enforcement exists because the alternative is a world where the standard is technically available but functionally optional and things go sideways in ways that were specifically predicted by the people who wrote the standard, which is the worst possible outcome for everyone including the people who thought the standard was optional. The enforcement mechanism is simple: the thing either meets the standard or it does not. There is no third state. There is no partial credit. There is no appeal based on vibes, intentions, budget constraints, how long it has been this way, who approved it verbally at some point, or the fact that nobody has complained yet. Nobody has complained yet is not a compliance framework. It is a countdown. Standards Enforcement is compatible with any domain that has a documented standard and the will to apply it. It is incompatible with duct tape, though this has never been formally confirmed.
